Compound’s governance token holders are casting votes on Proposal 612, a set of changes that could significantly alter the way the protocol manages its treasury. The proposal seeks to extend the delay for treasury withdrawals from two days to ten, and hand the protocol’s Governor Timelock the authority to cancel treasury transactions before execution. Voting began on Sunday and is set to close on Wednesday, October 7.
Proposal details and voting numbers
Tabled by delegate Ugur Mersin on October 2, Proposal 612 introduces several technical shifts to treasury operations. It would increase both the Treasury Escrow withdrawal cooldown and the minimum Treasury Timelock delay from two days to ten days. In addition, the period for Escrow expiration would be set at 17 days, effectively allowing a seven-day window for withdrawals after the initial waiting period.
Additionally, the proposal would grant the Governor Timelock EXECUTOR_ROLE and CANCELLER_ROLE over the Treasury Timelock. This update means that governance would be able to proactively block treasury actions, rather than simply respond after they occur.
As of the latest tally, votes in favor stand at 1.75 million, significantly outpacing 921,000 votes against, with both numbers exceeding the minimum quorum of 400,000 votes required for a decision.
Concerns over treasury control and decentralization
While the changes are technical, the core issue is who maintains ultimate control over Compound’s treasury. This has sparked broader questions across the DeFi sector about how far protective measures can go before decentralization is compromised.
“Governance can prevent the treasury from performing any operations, not just react after the fact, bringing a new layer of enforceability,” the proposal notes, emphasizing the growing importance of protocol security versus the risk of consolidation of power.
Recent actions by Compound’s Treasury Management Committee also pushed this issue to the forefront. On September 29, the Committee transferred roughly $3 million in stablecoins to a separate Safe, then used $2 million USDC for a single-sided Uniswap V3 COMP position. Proponents of Proposal 612 argue that this event demonstrates a need for stricter, enforceable governance pauses, rather than relying on voluntary compliance.
Earlier, a delegate accused the Compound Foundation of converting 8.42 million DAI from DAO reserves into 344,780 COMP. It was claimed that this move increased voting power, influencing treasury decisions and a $52 million V4 program. The COMP was apparently returned just 58 minutes before votes closed on previous proposals, raising eyebrows about strategic voting and governance manipulation.
DeFi’s ongoing governance dilemmas
Security and strong controls may build confidence for users and institutions, especially after Compound’s approval of a $52 million development budget geared towards institutional players. Yet, these interventions raise vital questions about who holds ultimate decision-making authority. An ACM study from 2025 indicated that governance problems are common in DeFi, while Galaxy Research pointed to significant losses stemming from governance failures and concentration.
Global regulators also monitor these developments. Chainalysis summarized the FATF framework, noting that authorities are increasingly interested in whether individuals or groups demonstrate “control or sufficient influence” over a protocol, paying close attention to governance structures and treasury management.

These governance debates unfold as DeFi lending markets face ongoing contraction. Galaxy reported that outstanding lending-app loans dropped 27.61% to $20.43 billion in Q2 2026, with total crypto-backed loans falling 16.78% to $56.16 billion during the same period.
