Congress brings in new blockchain expert for $BTC policy

The American Innovation Project (AIP) has appointed a new specialist to strengthen its efforts in shaping digital asset and blockchain legislation. Dedicated to developing policy frameworks for digital assets, AIP aims to support the drafting of comprehensive and up-to-date regulations in the United States.

Fresh faces in congressional teams

In a recent announcement, AIP revealed that Jacob Smagula, set to graduate from Claremont McKenna College in 2026, will be joining the team of New York Democratic Representative Ritchie Torres. Smagula brings hands-on experience in cryptocurrency policy and industry relations, having previously worked with the public affairs team at Bitcoin mining giant Marathon Digital. He is currently serving in the policy division of a decentralized finance education fund.

Smagula is no stranger to the inner workings of Congress. He has already gained valuable experience through internships with Representative Jake Auchincloss and Senator Angus King, furthering his understanding of legislative processes on Capitol Hill.

Policy and technology bridging the gap

Through AIP’s Policy Innovation Fellowship, Smagula will take part in a two-phase program designed to help congressional teams gain first-hand exposure to emerging technologies. The fellowship’s core objective is to equip lawmakers and their staff with the tools necessary to adapt legislative frameworks to rapid advancements, ensuring technology-driven innovation is reflected in U.S. policy.

AIP’s commitment to nurturing future policy experts is further highlighted by its selection of Hugo Swangstu, a 2025 graduate from the University of Washington, as another fellow. Swangstu has interned with Representatives Adam Smith and Ritchie Torres in the past and is now set to join the Washington office of Representative Shomari Figures.

Highlighting technology literacy

Ritchie Torres stressed the need for a new generation of policymakers to understand technologies that are transforming the economy, national security, and daily life.

Representative Shomari Figures also underscored the importance of knowledgeable and prepared policymakers in the face of rapid technological change. He noted that in a fast-evolving environment, members of Congress must embrace a broad and informed perspective to establish sound technology policies.

AIP Director Allie Page explained that the organization is placing particular emphasis on engaging young, knowledgeable talent in emerging sectors such as artificial intelligence and cryptocurrencies. Page pointed out that these contributions are crucial for cementing the United States’ leadership in the global technology space.

Founded in August 2025 with the backing of crypto venture firm Digital Currency Group and Cedar Innovation Foundation, AIP is also supported by major players in the decentralized finance and blockchain ecosystem. Notable supporters include Coinbase, Kraken, Andreessen Horowitz, National Cryptocurrency Association, Paradigm, Solana Policy Institute, Stand With Crypto, and Uniswap Labs.
