Kakao Pay and KakaoBank have signed a memorandum of understanding with Fireblocks to explore development and deployment of digital asset infrastructure in South Korea. The collaboration will include proof-of-concept tests tailored to domestic regulatory and security standards, with the goal of advancing onchain infrastructure for Korea’s evolving digital asset market.

Focus on stablecoins and local regulation

The agreement will see Kakao Pay and KakaoBank—two major entities within the Kakao ecosystem—work jointly on digital asset solutions, placing particular emphasis on stablecoins. These initiatives are designed to align with South Korea’s complex regulatory requirements while ensuring robust security and service quality.

Kakao Pay specializes in mobile payments and various financial services, while KakaoBank is South Korea’s largest internet-only bank. Fireblocks, headquartered in New York, serves as a provider of digital asset custody and transfer infrastructure and works with over 2,500 institutional clients globally, including more than 100 banks.

Mini dictionary: Fireblocks, a digital asset infrastructure provider, offers secure wallet and custodial solutions for institutional clients, enabling large-scale management and transfer of cryptocurrencies and tokenized assets.

While the companies did not mention a timeline for the launch or rollout of any services, they have stated the ambition is to create “secure onchain infrastructure” suitable for both compliance and operational needs in South Korea’s digital assets sector.

The collaboration will allow all parties to examine stablecoin possibilities and build infrastructure that meets stringent local standards, aiming to set the groundwork for future digital asset services in South Korea.

Broader partnerships in South Korea’s stablecoin sector

Kakao Pay and KakaoBank’s agreement with Fireblocks comes shortly after Kakao Group’s memorandum with Circle, the issuer of the USDC stablecoin. That MoU, signed in July, aims to explore blockchain-based payment networks and digital asset technology, with a particular focus on won-denominated stablecoins and related payment services.

This growing interest reflects a larger trend among South Korean financial and technology firms. Several players are actively testing stablecoin applications as regulators build out new frameworks for digital assets in the country.

For instance, KB Financial Group conducted a pilot in May using a Korean won-based stablecoin for merchant payments, issuance, and cross-border transactions. In July, fintech firm Toss worked with Optimism and Sunnyside Labs on a proof of concept for a similar payment infrastructure.

Kakao Pay and KakaoBank’s ongoing projects signal increasing momentum in the adoption of blockchain for mainstream financial services within South Korea.

By launching collaborative proof-of-concept tests, leading financial groups are moving towards stablecoin integration for payment, remittance, and settlement services in the local market.

With no exact launch or investment schedule announced, South Korea’s largest digital payment and banking providers continue to lay the groundwork for secure, compliant digital asset platforms in anticipation of regulatory clarity.
