Russian central bank targets legal crypto industry framework by end of 2026

Russia’s cryptocurrency industry could operate under a fully legal framework before the end of 2026, according to statements from Vladimir Chistyukhin, deputy governor of the Russian central bank. Regulatory developments and new legislation are progressing as planned, with authorities aiming to finalize critical internal rules in the coming months.

Progress on Legal Framework

In recent months, the Russian government has advanced several key laws covering digital currencies and related rights. President Vladimir Putin signed legislation in August that legally defines digital assets and upholds strict controls over their usage. However, the law maintains a longstanding ban on using bitcoin and other digital currencies for payments within the country.

Chistyukhin stated that significant work remains to complete subordinate regulations essential to the industry’s full legal standing. He added that the process of refining internal rules could be finished by year’s end, indicating authorities are focused on the technical details needed to operationalize existing laws.

Chistyukhin emphasized the scale of ongoing efforts, pointing out that “right now we are talking about creating subordinate regulation; it is very large and significant,” and suggested that the “fine-tuning” of internal rules may be finalized before December.

Trading Rules and Investor Access

The central bank has approved public access to bitcoin trading on Russian cryptocurrency exchanges, but strict investment limits remain. Unqualified investors are allowed to purchase up to 300,000 rubles, or approximately $3,582, of bitcoin and other digital assets per intermediary. Qualified investors, meanwhile, face no such restrictions.

Sberbank, Russia’s largest bank, is preparing to launch its own Bitcoin and crypto wallet as well as a digital asset custody platform by December. In August, the bank projected that new cryptocurrency services would generate trading volumes reaching 4 trillion rubles, or about $47 billion, in the first year of operation.

Although significant trading structures are now in place, the use of digital assets as legal tender remains prohibited. This ban, enacted in 2022, applies to both cryptocurrency and other digital assets as mediums of exchange in Russia.

Sanctions and International Payments

Despite past remarks from President Putin that appeared to express interest in bitcoin, Russian law has strictly forbidden its use as a currency for several years. Lawmakers have created a narrow exception for the use of cryptocurrencies in cross-border payments, a move widely interpreted as a response to international sanctions.

Following Russia’s invasion of Ukraine in 2022, both the United States and European governments excluded Russian financial institutions from the SWIFT payments network, effectively hindering the country’s access to global banking. Finance ministry officials have noted that Russian businesses have since turned to bitcoin and other digital assets to facilitate international transactions and circumvent these restrictions.
