An image circulating on social media recently sparked intense discussion within the XRP community. Crypto enthusiast Paul White Gold Eagle drew attention to a document titled “The Great Sovereign Reset,” which is publicly accessible through the Securities and Exchange Commission’s (SEC) website. His post suggested the document reflected an official SEC stance, prompting mixed reactions and swift scrutiny from other community members.
Document details and authorship
The file in question is formally identified as SEC Rulemaking Petition File No. 4-867. Submitted by Boyd Roberts of Big Picture Group in August 2025, the petition proposes a new global monetary system built around a gold-oil-XRP structure. According to Roberts, gold would serve as a sovereign reserve anchor, oil as a real-economy transaction layer, and XRP as a bridge asset for liquidity between markets.
Roberts lays out a hypothetical scenario in which the United States would revalue its entire gold reserve of 261.5 million troy ounces and simultaneously acquire a sovereign stash of 10 billion XRP. However, the petition clearly states it does not make any claim that the US government, Ripple, or any central bank has adopted or endorsed this framework. Furthermore, the document notes that the concept of XRP as a central financial bridge remains unproven.
This petition updates a previous version from Roberts. In the original edition, he presented a timeline model that forecasted a likely reset in August-September 2025—a scenario that ultimately did not occur. The revised submission now frames the proposal as a form of scenario analysis instead of making direct predictions.
The author emphasizes that his proposal “does not claim that the United States, Ripple, any central bank or any foreign government has adopted the proposed architecture,” adding that “the selection of XRP remains unproven.”
Regulatory momentum takes center stage
Beyond the attention this petition received online, actual regulatory developments now play a more substantial role for XRP and digital assets broadly. SEC Chair Paul Atkins recently affirmed the agency’s commitment to providing transparent guidance to cryptocurrency investors and entrepreneurs. Atkins confirmed that the SEC intends to clarify market rules with or without new legislative action from Congress.
Meanwhile, the Senate failed to secure the required 60 votes to advance the CLARITY Act, a bill that would have introduced formal digital asset regulations. Following the vote, Atkins reiterated the SEC’s willingness to use its existing powers to drive regulatory clarity for the sector.
The Commodity Futures Trading Commission (CFTC) is also active in this regard. CFTC Chair Michael Selig instructed staff to explore the creation of new market structures tailored specifically for crypto assets. Selig proposed the possibility of granting both registered and non-registered digital asset platforms a distinct market designation, further aligning the agency’s agenda with the need for well-defined regulatory frameworks.
These measures, according to both agencies, intend to reduce legal uncertainty for institutions and encourage broader market participation, including through improved custody, brokerage, and capital market integrations.
SEC Chair Paul Atkins stated that the agency is prepared to provide certainty for investors and entrepreneurs in the digital asset sector regardless of congressional developments.
Importance of context and market monitoring
While speculative scenarios like the Roberts petition garner online traction, industry analysts note that official regulatory action by the SEC and CFTC now has greater influence on XRP’s trajectory. The public docket for rulemaking petitions, including Roberts’ submission, contains thousands of such documents from diverse individuals and organizations. The direction now taken by federal agencies will have more direct implications for both institutional and retail adoption than any independent scenario analysis.
Drawing parallels with trend-driven segments of crypto, industry experts also highlight that technical market monitoring plays a crucial role in multiple sectors. In the meme token market, for example, rapid viral trends can generate multi-million dollar interest within days. Data from Fomo App demonstrates how a single “Niu Lai” trade converted a $99 investment into roughly $370,000. In such highly reactive environments, it’s essential to track not only price action but also investor timing and token selection. Fomo App provides a unified platform for token discovery, trading, social feeds, investor rankings, and trade notifications, facilitating real-time meme token market tracking alongside investor activity.
