Senator Cynthia Lummis called for urgent support of the CLARITY Act following the security breach at Binance, which resulted in the loss of $6.3 billion worth of cryptocurrency. Lummis, who represents Wyoming in the U.S. Senate and has been a vocal advocate for digital asset regulation, emphasized that closer intelligence-sharing between crypto companies and federal law enforcement could be critical to stopping future cross-chain movements of stolen funds.

The incident occurred when hackers exploited vulnerabilities at Binance and quickly moved billions of dollars in digital assets across multiple blockchain networks, leaving authorities with little time to intervene. Senator Lummis addressed the issue on X, highlighting her support for a pilot program under the CLARITY Act. This initiative aims to connect digital asset firms directly with federal investigators to enable rapid threat intelligence sharing.

According to Lummis, such collaboration would make it much more difficult for hackers to launder stolen assets by leveraging the speed and anonymity of blockchain transactions. Under the proposal, participating businesses could immediately share data on suspicious transfers with law enforcement. The Act also offers protections for companies that pause transactions at the request of authorities during investigations, though these measures remain unimplemented as the bill has not yet passed into law.

When industry and law enforcement move together, stolen money stops moving, Senator Lummis observed on X, underlining how direct cooperation could help freeze illicit assets before they disappear across blockchains.

Amanda Fischer, policy executive at Better Markets, questioned whether the bill in its current form would have allowed faster freezes during the Binance incident, referring to the need for court orders under existing frameworks. Lummis responded that exchanges like Binance would qualify as covered digital asset service providers and could be eligible for more rapid intervention if the law passed.

The CLARITY Act, which seeks to clarify regulatory obligations for crypto businesses and their cooperation with law enforcement, failed to clear a Senate procedural vote on September 15, receiving 49 votes in favor and 50 against. Lummis attributed the block to Democratic opposition but noted the vote concerned advancing the full text rather than individual anti-fraud measures. Until enacted, the proposed protections within the bill remain unavailable during major security incidents.

Binance resumes withdrawals after breach

Binance, the world’s largest cryptocurrency exchange by trading volume, temporarily suspended withdrawals for security checks following the breach. On November 1, the company began restoring asset withdrawals in phases across 15 supported blockchain networks, including Bitcoin, Ethereum, Solana, and XRP. Access was gradually reinstated as each network passed additional security verifications.

The resumption triggered a surge in customer activity. Analytics firm DefiLlama recorded net outflows exceeding $3.5 billion within a single day, though Binance did not confirm this figure. Withdrawal rates spiked before stabilizing at levels Binance considered to be within the exchange’s typical range.

Binance reported that it replaced approximately 95% of the funds impacted by the theft using its own reserves. The company said the remaining token balances proved more difficult to replenish due to market illiquidity, but assured customers that their losses would be covered in full.

U.S. authorities, including the FBI, identified the TraderTraitor hacking group, reportedly linked to North Korea, as responsible for the attack. Blockchain investigators tracked the stolen assets as they moved across several chains and were converted into Ether. Binance stated it continues to work with law enforcement and token issuers in an ongoing effort to trace and freeze remaining illicitly obtained funds.

Senator Lummis reiterated her position that effective public–private partnerships should become standard operating procedure in response to crypto hacks. This call followed as Binance proceeded with the restoration of services and asset tracking efforts remained underway.

Investigators traced hacked funds to North Korea’s TraderTraitor unit, as law enforcement and Binance continue coordinating to recover assets and strengthen system defenses.
