The House of Lords Communications and Digital Committee in the British parliament warned that the United Kingdom’s approach to artificial intelligence is too narrowly focused on the security of AI and the threats it could pose, risking the loss of opportunities offered by the technology. In a report on artificial intelligence and large language models that power tools like ChatGPT, the committee stated that the technology could produce epoch-defining changes comparable to the invention of the internet.

Artificial Intelligence Report in the United Kingdom

The committee warned that the United Kingdom needs to rebalance its approach and consider the opportunities of artificial intelligence. Otherwise, the UK risks losing its international influence and becoming strategically dependent on overseas technology companies for a technology expected to play a vital role in everyday life in the coming years.

In November 2023, the United Kingdom hosted its first Artificial Intelligence Security Summit at Bletchley Park. The summit focused on the enduring risks of artificial intelligence, including its potential as an existential threat, its role in advanced cyber-attacks, and its susceptibility to misuse in the development of biological or chemical weapons by malicious actors.

The committee’s report called for more significant support for artificial intelligence initiatives, support for computing infrastructure, more work to improve digital skills, and further exploration of the United Kingdom’s potential in the domestic AI field.

Noteworthy Recommendations for the AI Sector

The committee highlighted the significant competition between developers of open and closed models in the artificial intelligence sector, while recommending that the government prioritize market competition as a fundamental AI policy goal to prevent any party’s undue influence, even as each strives for a regulatory framework that supports their interests.

Furthermore, the committee document advised supporting copyright laws, even if new legislation is required. Accordingly, the government should give content owners the authority to verify that their data is used appropriately and invest in comprehensive, high-quality training datasets to encourage technology companies to use licensed material.

The document states that the United Kingdom government should support effective regulatory oversight. The urgent priority should be to develop accredited standards and common audit methods at a pace that will ensure responsible innovation, support business adoption, and provide meaningful regulatory oversight.
