In a report on artificial intelligence and large language models that power tools like ChatGPT, the committee stated that the technology could produce epoch-defining changes comparable to the invention of the internet.

The summit focused on the enduring risks of artificial intelligence, including its potential as an existential threat, its role in advanced cyber-attacks, and its susceptibility to misuse in the development of biological or chemical weapons by malicious actors.

The committee highlighted the significant competition between developers of open and closed models in the artificial intelligence sector, while recommending that the government prioritize market competition as a fundamental AI policy goal to prevent any party’s undue influence, even as each strives for a regulatory framework that supports their interests.
Furthermore, the committee document advised supporting copyright laws, even if new legislation is required. Accordingly, the government should give content owners the authority to verify that their data is used appropriately and invest in comprehensive, high-quality training datasets to encourage technology companies to use licensed material.
