Vietnam sets crypto trading fines up to $3,800 ahead of market pilot launch

Vietnam has established formal financial penalties for violations related to cryptocurrency trading, as the government advances plans to bring most digital asset activity under licensed domestic platforms. Investors, service providers, and token issuers are all subject to the new regulations, which are part of a five-year pilot scheme aimed at tightening oversight of digital currencies in the country.

Details of Decree 284 and its implementation

The legislative framework, outlined in Decree No. 284/2026/NĐ-CP signed on July 16, is scheduled to take effect on September 1. The decree introduces a series of administrative penalties for unlicensed trading, unauthorized service provision, and failures in mandatory customer verification.

Vietnam’s Ministry of Finance, which regulates digital asset trading in the country, has been tasked with overseeing compliance. Those who conduct trades on platforms that lack authorization face fines from 30 million to 50 million dong, equivalent to approximately $1,140 to $1,900.

Vietnam’s crypto penalties now include fines of up to $3,800 for certain unauthorized transactions, with authorities aiming to move domestic trading activity onto regulated, locally licensed exchanges.

Stricter measures apply to domestic traders who purchase assets restricted to foreign investors. Such activity will lead to penalties ranging from 70 million to 100 million dong, or about $2,660 to $3,800. The authorities have added these provisions to prevent unregulated flows of capital and to limit exposure to high-risk digital products.

Market transition and pilot program participants

Vietnam has been working to transition local users from offshore exchanges to regulated domestic platforms. In March, officials examined restrictions on cross-border crypto trading, with the intention of reinforcing capital controls and enhancing regulatory oversight. This wider effort aligns with state objectives to strengthen supervision of digital asset flows within national borders.

The pilot program is intended to license a select group of exchanges during its initial phase. Among the financial institutions reported to have successfully completed the first stage of licensing reviews are subsidiaries of large Vietnamese banks such as Techcombank, VPBank, and LPBank, as well as VIX Securities and Sun Group.

Mini dictionary: Techcombank, VPBank, and LPBank are major commercial banks in Vietnam, each operating a wide range of financial services. VIX Securities is a Vietnamese brokerage and investment firm, while Sun Group is a prominent Vietnamese real estate and infrastructure developer.

Penalties outlined in Decree 284 also apply to exchange operators and other crypto service providers. Failure to confirm the identities of customers when opening accounts can result in fines between 50 million and 70 million dong. Institutions that operate without a license, or that market services without proper authorization, face higher penalties—between 180 million and 200 million dong.

Broader context for regulation

The regulatory update forms part of Vietnam’s ongoing efforts to formalize its digital asset market. The country implemented a licensing application process for trading platforms in January, with the Vietnam Securities Commission managing the program for domestic operations. In May, Deputy Minister of Finance Nguyen Duc Chi confirmed plans for regulated crypto trading to launch in the third quarter of 2026.

Compliance measures extend beyond simple licensing. The decree specifies robust know-your-customer controls, mandatory reporting, and anti-money laundering restrictions for all participants in the domestic crypto market.

Despite its regulatory tightening, Vietnam remains among the leading countries in global cryptocurrency adoption. Chainalysis ranked Vietnam fourth in its 2025 Global Crypto Adoption Index, reporting over $220 billion in crypto transactions from July 2024 to June 2025.

The new set of penalties are intended by policymakers to help ensure that domestic and foreign operators adhere to Vietnamese laws, as the pilot program shifts trading activity away from unregulated foreign exchanges.
