Patrick Witt, executive director of the President’s Council of Advisors for Digital Assets, announced his departure from the White House last week and will return to the private sector. As of October 18, no successor has been publicly named for the role, creating a key vacancy within the administration’s digital asset policy team.

Witt stepped into the leadership position after serving as deputy to Bo Hines, who was the council’s first executive director. He played a central role in the administration’s negotiations surrounding the Digital Asset Market CLARITY Act, an effort to define a federal framework for cryptocurrency regulation.

In a recent post on X, Witt thanked lawmakers and agency leaders for collaborating on the legislative process. He confirmed that he would transition to private business, although he did not disclose details about his next position.

Despite balancing responsibilities with the Georgia National Guard since July, Witt remained involved as discussions about cryptocurrency market structure legislation continued. His departure follows earlier exits by Bo Hines and Harry Jung, who were instrumental in establishing digital asset policy. Hines notably contributed to the GENIUS Act, which focused on setting operational standards for stablecoin issuers.

The departure of these key advisers leaves an open question about who will take over the coordination of the White House’s digital asset priorities. While the administration continues to signal support for the sector, it has not disclosed who will assume Witt’s responsibilities within the council.

The executive director position serves as the main point of contact linking presidential policy, agency regulatory work, and lawmakers during digital asset negotiations. This coordination role is expected to gain importance as Congress prepares for a heavier blockchain and cryptocurrency agenda in the coming years.

Mini dictionary: Digital Asset Market CLARITY Act, a legislative proposal aiming to establish clear federal guidelines for the regulation and supervision of cryptocurrency markets in the United States.

Broader White House policy in this arena spans multiple agencies. A January 2025 executive order set up the President’s Working Group on Digital Asset Markets, bringing together Treasury officials and the heads of two principal federal market regulators—the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). This group relies on an executive director to oversee coordination and issue recommendations for regulatory and legislative changes.

Witt expressed appreciation for the collaboration among lawmakers and regulatory agency leaders on digital asset legislation, highlighting the impact of joint efforts in advancing policy initiatives.

Legislative and regulatory priorities during transition

The vacancy arrives as the White House faces an evolving legislative landscape. After the upcoming midterm elections, Congress is expected to revisit digital asset policy, with tax regulations and market structure reforms considered possible focal points in 2027. However, there is no announced schedule for these efforts.

Political shifts could influence the legislative process. If Democrats gain control of the House of Representatives, the administration may encounter a less favorable environment for advancing its digital asset proposals. The vacant advisory position adds uncertainty to how these priorities will be represented and negotiated.

A designated White House crypto liaison typically acts as the administration’s main contact for lawmakers in legislative negotiations. Without a named replacement, it remains unclear who will coordinate between Congress and the White House on digital asset policy.

Despite this, federal rulemaking on digital assets continues independently across several agencies. The SEC and CFTC remain actively involved in shaping digital asset policy, while the Office of the Comptroller of the Currency and Treasury Department are working on complementary regulations. These efforts are evolving despite the absence of an executive director at the White House working group.

Given these developments, the administration faces an immediate need to address personnel decisions, continue outreach to Congress, and maintain effective coordination with financial regulatory bodies. As of now, the White House has not announced a timeline for filling the role or outlined a plan for the selection process.

The continued absence of a White House crypto policy leader creates uncertainty at a pivotal time, as Congress and regulatory agencies prepare for further legislative and regulatory activity in the sector.
