Senate Majority Leader John Thune recently indicated that the CLARITY Act was unlikely to pass the Senate ahead of the August break, a view echoed by the White House. Asked about Thune’s comments, Patrick Witt explained that the administration’s approach has remained consistent throughout negotiations.
