Brazil plans to tighten regulations on digital asset transfers with new rules that will affect certain cryptocurrency transactions exceeding $10,000. The Central Bank of Brazil announced that, starting in 2027, crypto transfers surpassing this threshold may be delayed for up to 24 hours as part of expanded fraud prevention measures.

Details of the new crypto regulation

The updated regulation will apply to individual transactions over $10,000 as well as to the combined total of a client’s cryptocurrency transfers made on a single day. Both transfers to foreign virtual asset service providers (VASPs) and self-custody wallets will fall under the new guidelines. Transactions below $10,000 will remain outside the scope of these rules.

According to the Central Bank, the delay aims to give compliance teams more time to analyze the legitimacy of high-value transactions and to flag or investigate instances of potential fraud. Financial institutions can extend this delay to any transaction that requires extra scrutiny under internal risk management policies.

Brazil’s Central Bank flagged the need for these measures after observing that “digital currencies and stablecoins are increasingly being used by fraudsters, thanks to the ability to quickly transfer funds across borders.” The institution believes the 24-hour hold will allow time to check large transactions for signs of illicit activity.

These safeguards follow a broader effort by Brazil to regulate the domestic cryptocurrency market more effectively. Since 2023, exchanges operating in Brazil have been required to register with the central bank.

Impact on crypto exchanges and transaction monitoring

Brazilian crypto exchanges and VASPs will need to enhance their transaction monitoring capabilities before the new guidelines take effect. Institutions will have to detect when clients exceed the $10,000 daily threshold, track aggregate daily transfers per client, and prioritize cases that could indicate circumvention of the rules.

Previously, each transfer was typically analyzed independently, but under the new regulation, multiple transactions will be considered together. This approach is expected to give regulators and compliance departments greater insight into customer behavior, especially for clients executing several large transfers in a short period.

Importantly, the Central Bank clarified that these measures will result in only temporary delays, not permanent freezing of assets. The delay is designed solely to allow sufficient time for the institution’s compliance teams to review the transactions for authenticity and potential fraud.

For example, a customer who transfers $15,000 in cryptocurrency to an offshore VASP or self-custody wallet would experience a delay of up to 24 hours before the transaction completes. This process allows for a structured inspection of high-value transfers, both individually and collectively, to minimize the risk of illicit activity without unduly penalizing smaller, routine transactions.

Implementation timeline and regulatory objectives

The Central Bank set the implementation date for 2027, stating this will provide crypto firms and clients ample time to adjust their procedures and systems to comply with the new requirements. The initiative is part of Brazil’s broader efforts to strengthen oversight of international crypto transactions and address the challenges posed by the rapid movement of digital assets and stablecoins across borders.

As the crypto sector in Brazil continues to grow, authorities plan to remain vigilant, equipping compliance departments with better tools for detecting and investigating fraudulent activities. The upcoming rules reflect an intention to protect users and ensure the legitimate use of cryptocurrencies throughout Brazil’s expanding digital asset economy.
