The European Commission has introduced an EU crypto task force focused on addressing Russian sanctions evasion through digital assets. Financial Services Commissioner Maria Luís Albuquerque unveiled the initiative following meetings on November 5 in Brussels that brought together national sanctions officials to discuss coordinated efforts.

Task force aims for synchronized sanctions enforcement

EU officials have highlighted a growing need for consistent enforcement as Russia adapts its finances to ongoing restrictions. The new crypto task force is designed to spot and close loopholes that enable digital asset-based circumvention of sanctions within Europe. Its responsibilities overlap with a newly created sanctions office intended to improve coordination, provide guidance, and facilitate information sharing between member states.

Siobhan McGarry, the Commission’s spokesperson, described the group as an informal body that combines national and EU expertise. She explained that the task force would develop concrete steps to address digital assets being used as a workaround for sanctions.

Authorities expect to deliver more timely guidance, enhanced sharing of data, and rigorous economic analysis through the crypto task force and sanctions office, with the aim of supporting swift action by member states.

The EU diplomat cited by the Kyiv Independent said the task force would initially operate for 12 months, drawing on expertise from Ukraine and the United Kingdom. Albuquerque chaired the meeting of the High-Level Expert Group on Union Restrictive Measures, focusing on threats, enforcement gaps, and input from the European Anti-Fraud Office regarding sanctions circumvention.

Albuquerque emphasized that inconsistent enforcement could undermine the broader restrictions placed on Russia and called for authorities to exchange information and experience as evasion tactics evolve.

Recent packages target crypto networks and platforms

The crypto task force operates in the wake of measures from the EU’s twentieth and twenty-first sanctions packages. On April 23, the twentieth package included a sectorwide ban against Russian crypto service providers and decentralized trading platforms. The twenty-first package, introduced on July 23, allowed for restricting crypto services across several designated third-country jurisdictions and imposed transaction bans on 14 separate crypto-related platforms outside Russia. These affected platforms are active in locations such as Georgia, Panama, the United Arab Emirates, the Marshall Islands, Kyrgyzstan, and Belarus.

The inclusion of additional networks and platforms is a response to evolving strategies that seek to bypass financial controls using decentralized infrastructure.

A7A5 stablecoin under increased scrutiny

The A7A5 stablecoin, issued by the Kyrgyzstan-based company Old Vector, exemplifies private payment networks that have come under regulatory pressure. The stablecoin is pegged to the Russian ruble and serves the A7 cross-border payment network.

Blockchain analytics firm Elliptic reported that users transferred over $100 billion worth of A7A5 stablecoin in its first year. However, by June 2026, daily transaction volumes had decreased by 96% compared to the July 2025 peak, a change that Elliptic attributed to mounting sanctions, restricted payment access in Russia, and disruptions at key exchanges.

Elliptic explained that conversion restrictions can limit the utility of tokens even when their blockchain contracts remain functional. Frequently, users converted ruble-linked value to U.S. dollar-pegged stablecoins for cross-border payments, reducing their exposure to potential freezes on Russian assets.

For the EU crypto task force, the existence of such networks offers insight into how sanctioned funds may flow into mainstream financial channels. Elliptic noted that certain crypto exchanges detected indirect exposure when clients deposited assets that had previously circulated through the A7A5 network, even after multiple intermediary transfers.

Mini dictionary: Elliptic is a London-based blockchain analytics firm specializing in tracking the flow of digital assets to identify risks related to financial crime and sanctions evasion across global crypto markets.

US moves against MEXC Global over sanctions evasion

In a parallel development, American regulators have taken action against MEXC Global, a major cryptocurrency exchange. The U.S. Treasury alleged that this platform handled at least $16 billion linked to sanctions evasion, cybercrime, and various illicit activities between May 2021 and May 2026. Of this amount, almost $1.5 billion was reportedly tied to Russian sanctions evasion, and close to $200 million was associated with A7A5-based transactions.

The Financial Crimes Enforcement Network (FinCEN) issued an order prohibiting U.S. financial institutions from processing transfers involving MEXC Global, which will take effect 30 days after its publication in the Federal Register.
