Lawmakers failed to approve cloture on the motion to proceed to the Clarity Act—a necessary procedural step that would have brought the bill to formal debate. Achieving cloture requires 60 votes, and the Senate’s decision now blocks any further consideration of the legislation.

The rejected vote was not a final decision on the bill itself but effectively prevents it from reaching the floor for passage. Without this action, the Clarity Act’s prospects in this session of Congress are effectively eliminated.

The Clarity Act aimed to create a standardized set of rules for cryptocurrency markets in the United States, addressing long-standing uncertainties in regulatory oversight. “It’s over,” Senator Lummis stated after the chamber failed to reach the required threshold for cloture.

The lack of Senate approval means the United States will continue without a comprehensive federal standard for managing the rapidly growing crypto sector, at least for the immediate future.
