Bulgaria introduces new crypto reporting rules

Recent amendments to Bulgaria’s tax code mandate that cryptocurrency service providers operating in the country, and across the EU, must supply the National Revenue Agency (NRA) with detailed data regarding cryptocurrency transactions. The updated regulations compel these businesses to register with the NRA and report comprehensive customer identification and transaction information each year.

The data required includes information on the purchase, sale, transfer, and exchange of digital assets, listed by category, including both the number and total volume of transactions, as well as corresponding fiat flows. Service providers must submit customers’ personal tax numbers, full names, dates of birth, permanent addresses, and tax residency countries as part of identification procedures.

Transactions between accounts on crypto platforms and self-hosted wallets are covered by these reporting obligations. However, companies are not mandated to track movements between external private addresses.

Bulgaria will require crypto firms to submit this information electronically once a year before June 30, covering the previous calendar year. The first reporting period begins January 1, 2026.

Local media have reported that, while these new rules increase transparency, they will not raise taxes on crypto investors or change how taxable amounts are calculated.

Licensing regime under MiCA regulation

From July 1, 2026, only licensed companies will be allowed to provide cryptocurrency services within the European Union. This aligns with the Markets in Crypto Assets (MiCA) regulation, a comprehensive EU-wide framework.

Bulgaria’s unicameral parliament adopted the MiCA-aligned legal changes on June 20, 2025, which took effect in early July of that year. The Financial Supervision Commission (FSC), Bulgaria’s financial sector regulator, issues licenses for crypto businesses. To date, the FSC has granted just two MiCA licenses domestically, while over 70 firms have declared they hold licenses from regulatory authorities in other EU member states.

The FSC operates as Bulgaria’s main supervisory body for non-bank financial services, including oversight of the local crypto sector.

Lagging behind on EU tax directive implementation

Bulgaria’s newly adopted bill № 52-602-01-10 brings national law in line with the EU Directive on Administrative Cooperation (DAC), which aims to promote tax transparency and facilitate cooperation among EU member states. Specifically, the DAC8 version, applied for the first time under this law, enables the automatic exchange of crypto asset information between national tax authorities.

The Bulgarian parliament passed the law on September 9, with 149 votes in favor and 10 abstentions, and it was published on September 15. Under these measures, EU tax administrations will share crypto-related information no later than nine months after the end of each calendar year. The initial exchange, covering 2026 transactions, is scheduled for September 2027.

EU member states were required to implement these legislative changes by the end of 2025. Bulgaria only recently aligned its framework, joining the eurozone this year but remaining behind schedule compared to other EU countries.

Poland has also yet to pass comprehensive MiCA legislation. Political disagreements have stalled the approval of a crypto assets bill in Warsaw, with President Karol Nawrocki recently vetoing government proposals and submitting his own draft to break the deadlock.
