Singapore’s Monetary Authority (MAS) has issued a renewed warning regarding cryptocurrency trading, following a security incident involving Binance. The central bank advised that trading digital assets remains unsuitable for most retail investors, particularly in light of the recent report of $6.3 billion being unlawfully transferred from Binance-controlled wallets.

Binance’s status in Singapore under scrutiny

MAS stated in early November that Binance, one of the world’s largest cryptocurrency exchanges, is not authorized to provide regulated financial services in Singapore. Binance previously operated a local platform, Binance.sg, and had applied for a license in 2021 but withdrew its application. The Singaporean branch ceased operations in 2022.

Binance remains listed on MAS’s Investor Alert List, a public register intended to clarify the regulatory status of firms that may be wrongly perceived as being licensed locally. The regulator noted concerns that consumers could mistake Binance for an approved entity in Singapore due to its global presence, despite Binance.com remaining accessible after the local platform shut down.

The recent incident, in which cyberattackers allegedly moved $6.3 billion in Bitcoin, Ethereum, USDT, USDC, and smaller tokens out of Binance wallets, temporarily disrupted trading and withdrawals for users. Although services have since resumed, the high-profile event sparked debate over the safety and reliability of centralized digital asset exchanges.

Regulatory safeguards and persistent risks

MAS emphasized that neither licensing nor compliance can completely eliminate the risks in cryptocurrency trading. Regulatory frameworks demand that licensed firms implement security and operational safeguards, but these protections do not shield investors from every threat posed by market volatility, cybersecurity breaches, or systemic failures.

Regulators in Singapore have consistently maintained that “regulatory oversight can lower certain risks, but consumers need to understand that these measures do not make cryptocurrency investments safe for everyone.”

Similarly, the Hong Kong Monetary Authority (HKMA) highlighted that licensed digital payment token service providers must establish comprehensive controls to address technological and cybersecurity threats.

HKMA said it regularly issues guidance and cyber threat advisories to regulated institutions in order to help them guard against evolving cyber risks and attacks.

Security incidents have demonstrated, both in Singapore and other markets, that digital asset platforms remain vulnerable despite regulatory supervision. Investment losses can stem as much from platform breaches as from sharp price movements—underscoring the distinction between regulatory compliance and true risk mitigation.

Ongoing role of investors in safeguarding assets

MAS urged individuals to exercise caution and rely on personal due diligence when interacting with cryptocurrency providers. When selecting a platform, investors should consider regulatory status, custody arrangements, and the company’s history in managing technology risks.

MAS underscored that “the responsibility for assessing risks continues to rest with investors, even as regulators strive to strengthen standards across the industry.”

Singapore’s latest warning serves as a reminder that regulatory approval alone is not a substitute for prudent decision making in the volatile world of digital assets.

Mini dictionary: Monetary Authority of Singapore (MAS) is Singapore’s central bank and financial regulatory authority. MAS oversees financial industry regulation, implements monetary policy, and works to maintain the stability and integrity of Singapore’s financial sector.
