Refunds for crypto ATM scam victims

The Arizona Attorney General’s Office facilitated these refunds, ensuring that residents who reported scams in a timely manner received full compensation for their losses. The office encouraged anyone affected to report fraudulent transactions as quickly as possible to remain eligible for a refund.

On Wednesday, Kris Mayes stated that her office stands ready to assist legitimate victims of crypto ATM fraud. She emphasized the importance of prompt action, as victims have only 30 days from the date of the fraudulent transaction to file their claim.

“My office is happy to help any victim of crypto ATM fraud receive a refund they are entitled to under Arizona law,” Mayes stated.

Details of House Bill 2387

House Bill 2387, which came into effect on September 26, 2025, requires crypto ATM, or kiosk, operators in Arizona to refund fraud-induced transactions, including associated fees, to eligible new customers. For customers to claim a refund, they must alert both the operator and the attorney general’s office or another law enforcement agency within 30 days and submit an official fraud report.

The bill classifies a new customer as someone who has been using a particular ATM operator for fewer than ten days and limits their daily transaction total to $2,000. In contrast, existing customers can process up to $10,500 per day.

Customer TypeDaily Transaction LimitRefund Eligibility Period
New Customer (less than 10 days)$2,00030 days
Existing Customer (10+ days)$10,500Not eligible under this bill

Victims must not only report the incident within the 30-day window but also provide documentation showing an official determination that fraud or coercion occurred. Both the attorney general and law enforcement authorities can issue this determination to confirm a victim’s eligibility under the law.

Mini dictionary: House Bill 2387, passed by Arizona’s legislature, is a law aimed at protecting new crypto ATM users from scams by mandating refunds for fraudulently induced transactions, provided claims are made within 30 days and accompanied by official fraud reports.

Urgent reporting required

The attorney general’s office highlighted the urgency for victims to act swiftly, warning that missing the 30-day reporting deadline would render them ineligible for a refund.

The law aims to improve protections for consumers using crypto ATMs—kiosks that allow users to buy or sell cryptocurrency with cash—by placing a responsibility on operators to refund users who are promptly verified as victims.

Arizona’s action follows heightened concerns over crypto ATM scams across the United States, where law enforcement agencies have warned about an increase in schemes targeting both inexperienced and seasoned crypto users.

State authorities said they will continue to urge affected residents to come forward and take advantage of the law’s refund provisions, provided they meet the eligibility criteria.
