The Financial Crimes Enforcement Network (FinCEN) and the Federal Reserve announced on November 6, 2026, that they are withdrawing a proposed amendment to the longstanding Recordkeeping and Travel Rules for financial institutions, ending a multi-year review that would have impacted cryptocurrency and cross-border transfers.

Withdrawal of crypto travel rule proposal

The agencies had first introduced the proposal in October 2020, suggesting a lower reporting threshold for international transfers and new requirements for digital asset transactions. Specifically, the changes would have required banks and nonbank financial institutions to report international transfers starting at $250, compared to the existing $3,000 limit. The rules also aimed to clarify obligations concerning convertible virtual currencies and certain digital assets with legal-tender status.

According to a notice scheduled for publication in the Federal Register on November 9, 2026, both agencies confirmed the withdrawal takes effect upon publication. FinCEN emphasized that this does not affect the current $3,000 threshold and does not implement replacement rules at this time. No new timeline for alternative amendments was shared.

FinCEN and the Federal Reserve noted that more than five years have passed since the original proposal. They emphasized the significance of public feedback, ongoing changes in the digital asset landscape, and updated legal frameworks such as the GENIUS Act of 2025 in shaping their decision.

Industry and public response

The 2020 proposal drew almost 3,000 public comments. Many participants voiced concerns that lowering the threshold to $250 could impose greater compliance demands on financial institutions, enlarge the volume of transfers subject to regulation, increase costs for remittance services, and raise privacy liabilities related to personally identifiable information. However, these outcomes were raised as potential risks by commenters rather than findings by regulators.

In October, FinCEN also withdrew separate proposals related to unhosted wallets and digital asset mixing services. Coin Center, an organization advocating for cryptocurrency policy, welcomed the most recent withdrawal. Ji Hun Kim, CEO of the Crypto Council for Innovation, described the decision as appropriate, noting that a lower threshold would have added significant institutional burden.

The withdrawal does not repeal current legal obligations. Banks and nonbank financial institutions remain subject to reporting requirements for transfers of $3,000 or more, while future modifications will depend on further regulatory actions.

Market reaction and data

Cryptocurrency price data for November 7, 2026, provided by CoinGecko, did not show any conclusive market reaction to the withdrawal. On that day, Bitcoin traded at $76,047 with a daily increase of 0.71%, Ether (ETH) at $2,245.17 with a 0.96% gain, while XRP declined by 0.91% to $1.18. Over the prior seven days, prices stayed relatively stable for Bitcoin and Ether, but XRP fell 5.83%.

Looking at longer timeframes, Bitcoin dropped 8.19% over 30 days, Ether fell 12.53%, and XRP lost 16.4%. The Crypto Fear & Greed Index registered at 25, indicating “Extreme Fear” among investors during this period. These data points reflect market sentiment rather than a direct response to the regulatory move.

Future outlook

The withdrawal will officially take effect with publication in the Federal Register, scheduled for November 9, 2026. No replacement framework has been announced, and current rules remain in place for now. Both agencies indicated an openness to further public input and stressed that future developments in digital asset policy will be guided by evolving industry standards and legal requirements.

Financial institutions are advised to maintain existing compliance processes based on the $3,000 reporting threshold. Any upcoming regulatory changes will depend on new proposals and official rule texts from the agencies.
