IMF urges tighter oversight of Brazil’s fast-growing stablecoin market

Brazil’s crypto asset market, particularly involving US dollar-linked stablecoins, has expanded swiftly since 2017, according to a recent assessment by the International Monetary Fund (IMF). The organization highlighted the need for more robust regulation as cross-border crypto transactions are now increasing at a faster pace than traditional capital flows.

IMF highlights growth in cross-border activity

In its Financial System Stability Assessment, the IMF stated that stablecoins have played a significant role in driving the expansion of Brazil’s crypto asset sector. The assessment indicated that cross-border crypto transactions have been steadily rising, with the sensitivity of stablecoin transactions to global shocks far surpassing that of conventional portfolio investments or foreign direct investment (FDI) flows.

The IMF, an international financial institution that provides policy advice and funding to promote global economic stability, reported that the Brazilian crypto market is notably large and rapidly evolving. This development has resulted in tighter links between digital assets and the country’s traditional financial system.

Stablecoin purchases in Brazil are two to three times more responsive to global market fluctuations than traditional investment and FDI flows, underscoring the increasing significance of digital assets in capital movement.

Regulatory progress and remaining gaps

The assessment acknowledged that Banco Central do Brasil, Brazil’s central bank, has implemented measures to regulate crypto asset service providers. However, the IMF identified ongoing regulatory gaps in key areas including customer asset protection, the establishment of clear rules for stablecoin issuance, and strengthened procedures for anti-money laundering (AML) and counter-terrorist financing (CFT) compliance.

The IMF emphasized the growing interconnection between Brazil’s crypto asset market and its broader financial system, noting that increased oversight is necessary to safeguard both market integrity and investor protection as this integration advances.

Central bank tightens rules for digital assets

In April, Banco Central do Brasil introduced Resolution BCB No. 561, updating the regulatory framework for electronic foreign exchange (eFX) providers. The resolution prohibits the use of digital assets for specific international payment and transfer services. As a result, payments and receipts between eFX providers and foreign partners are now required to occur through formal foreign exchange transactions or via movements in non-resident Brazilian real accounts.
