US senators propose quantum tech bill, no direct impact on Bitcoin or Ethereum

Two members of the US Senate presented a new bill designed to accelerate the military’s integration of quantum sensing technology, reflecting Washington’s broader push to maintain an edge in an evolving technological landscape that could have far-reaching effects on defense, cybersecurity, and advanced computing.

National Quantum Readiness Act and Pentagon strategy

Senators Mike Rounds and Richard Blumenthal introduced the National Quantum Readiness Act, which would require the Department of Defense to identify a minimum of three top-priority quantum sensor projects within 60 days of the bill’s passage. The legislation sets a deadline for deploying these systems by September 30, 2028.

The bill underscores cross-agency coordination, instructing the Defense, Commerce, and Energy Departments, together with the National Science Foundation, to strengthen partnerships with private quantum technology companies. This collaborative approach is aimed at expediting research and real-world application of quantum systems at both the government and commercial levels.

Mini dictionary: Quantum sensing, a technology leveraging quantum mechanical phenomena such as superposition and entanglement to achieve extremely precise detection and measurements, is used to enhance navigation, imaging, and detection capabilities where traditional technologies fall short.

This measure requires the Defense Department to select at least three quantum sensor projects within two months and target their deployment by September 2028, while increasing collaboration between federal agencies and private quantum firms.

No immediate effect on cryptocurrencies

The legislation does not specifically address cryptocurrencies or obligate blockchain networks to alter current security protocols. However, the rollout comes at a time when global governments are examining the future impact of quantum computers that could eventually threaten existing encryption methods across industries, including digital assets.

Public-key cryptography provides the backbone for Bitcoin, Ethereum, and various other blockchain platforms, securing funds and validating transactions. While present-day computers cannot break these systems, and today’s quantum machines lack this capacity, the theoretical possibility of disruptive quantum hardware is drawing increasing attention.

Governments anticipate that future quantum advances could solve complex mathematical problems more efficiently, putting certain cryptographic techniques at risk. In response, researchers and policymakers are developing post-quantum cryptography (PQC), designed to withstand even the most advanced quantum attacks.

On June 22, the US government issued an executive order instructing federal agencies to begin transitioning toward cryptographic standards approved by the National Institute of Standards and Technology (NIST). These standards are intended to address potential vulnerabilities and help key infrastructure operators prepare for evolving cryptographic threats.

Mini dictionary: Post-quantum cryptography (PQC), also known as quantum-resistant cryptography, refers to cryptographic systems specifically designed to remain secure against the computing power of quantum computers, which could otherwise undermine traditional encryption algorithms such as RSA and elliptic curve cryptography.

Outlook for blockchain security

There are no new federal requirements for Bitcoin, Ethereum, exchanges, or blockchain developers to adopt post-quantum cryptography. Both Bitcoin and Ethereum rely on elliptic curve-based algorithms, which, in theory, could be targeted by sufficiently advanced quantum machines, though no such capability currently exists.

Implementing new cryptographic standards would demand significant technical work and broad agreement within decentralized networks. Blockchain communities, developers, and infrastructure providers would need to coordinate any changes, which could entail complex upgrades on a global scale.

For cryptocurrency networks, the focus remains on ongoing security, adoption, and growth, even as broader moves toward post-quantum standards take shape worldwide.

Meanwhile, quantum sensing has immediate military applications, including navigation during GPS outages and sophisticated detection capabilities. For the cryptocurrency sector, the quantum issue is increasingly seen as part of a long-term conversation about maintaining blockchain resilience in the face of technological change.

Despite a heightened awareness of quantum risks, digital asset projects do not face an urgent security threat from quantum computers. The current emphasis remains on sustaining network activity and preparing for any future update that may be necessary if quantum computing reaches critical thresholds.
