Russian law enforcement has dismantled five cryptocurrency exchanges accused of processing criminal proceeds and supporting a major darknet marketplace. The Ministry of Internal Affairs (MVD) reported that the exchanges, whose names have not been disclosed, allegedly assisted operators of a dark web drug market and an affiliated discussion forum, both of which were also closed as part of a broader crackdown.

Details of the investigation and arrests

According to Irina Volk, official spokesperson of the MVD, the platforms utilized sophisticated technological solutions designed to preserve customer anonymity. Despite these precautions, investigators were able to access extensive transaction data, examining more than 185,000 cryptocurrency exchange transactions linked to the illicit activities.

Police gathered evidence on over 185,000 crypto exchange transactions, uncovering how these platforms converted criminally obtained digital assets into fiat currency.

Authorities detailed that the exchanges were primarily used to turn proceeds from illegal activities on the darknet into conventional money. Five forum moderators were taken into custody beginning in August 2025. Russian official media reported that they face charges of organizing a criminal community and remain in pretrial detention.

During the operation, officers seized computers, documentation, various sums of cash, and cryptocurrency holdings. The investigation remains ongoing as law enforcement seeks to identify additional suspects and users involved.

Wider action to regulate crypto trading

These enforcement actions come as Russia intensifies its campaign against illegal and unregulated cryptocurrency trading. Authorities have drawn a clear line between recently legalized crypto transactions and activities tied to criminal networks.

In August, the Federal Security Service (FSB) detained 20 individuals associated with crypto exchanges operating from the Moscow City business district. These platforms were accused of helping Ukraine-based fraud rings move money stolen from Russian citizens.

The Regnum news agency reported that federal investigators interrupted nine foreign-controlled channels used to transfer funds abroad via digital assets.

Earlier this year, the State Duma passed a law on digital currencies and digital rights, which was enacted following President Vladimir Putin’s signature in September. The legislation implements a licensing regime for exchanges and custodians, aiming to bring unregulated platforms into compliance or remove them from the market.

Impact on smaller crypto exchanges

The Bank of Russia has stated its intention to oversee a transparent and monitored digital asset sector. The monetary authority has already authorizied nearly two dozen organizations, including major state-owned banks such as Sber and VTB, and the Moscow and St. Petersburg stock exchanges, to offer legitimate crypto trading and custody services.

Recent media reports indicate that newly regulated service providers must adhere to rules requiring immediate or near-instantaneous fund settlement with clients, leaving no room for deferred transactions. Experts told the Kommersant business daily that only large financial institutions currently have the infrastructure to meet these requirements, presenting a significant challenge for smaller exchanges without strong connections to banks and custodians.

Against this backdrop of regulatory pressure, active monitoring of exchange authorization status and transaction data has grown increasingly important.
