Senate Democrats have scheduled an urgent caucus meeting on Sunday evening to address the Clarity Act, a comprehensive bill shaping the future regulatory framework for the US cryptocurrency market. This internal meeting comes just two days before a critical procedural vote set for Tuesday that will determine whether the bill advances for broader consideration in the Senate.

Majority Leader Chuck Schumer is leading the last-minute discussions, aiming to resolve ongoing disagreements among Democratic lawmakers regarding several elements of the bill. Despite months of negotiation among a group of about a dozen Democratic senators, consensus remains elusive on multiple core issues, notably stricter conflict-of-interest rules that have become a sticking point.

Prominent senators participating in these discussions include Kirsten Gillibrand, Mark Warner, Ruben Gallego, Lisa Blunt Rochester, Andy Kim, and Angela Alsobrooks. Some of these lawmakers have consistently advocated for more stringent oversight and transparency provisions for industry participants.

The measure will require 60 votes to move to the next stage. With all Republicans expected to support the legislation, its fate may rest on securing the backing of several Democrats who remain unconvinced about the bill’s conflict-of-interest language.

Ongoing disputes among Democratic senators over conflict-of-interest terms highlight persistent divisions within the party that threaten the advancement of the Clarity Act, even as a critical vote looms.

Procedural vote on Tuesday

The Senate plans to hold the pivotal procedural vote on Tuesday. A successful motion would allow the bill to be debated and amended on the Senate floor. Galaxy Digital CEO Mike Novogratz reported on Sunday that negotiations among lawmakers were still underway over the weekend, suggesting that critical issues could still be addressed before the vote.

A newly revised version of the Clarity Act, running approximately 630 pages, was released last Thursday as lawmakers worked to reflect the latest round of negotiations. The updated draft aims to address concerns raised during recent committee discussions and lobbying by industry stakeholders.

The Senate Banking Committee voted in May to advance the bill by a 15-9 margin, signaling bipartisan interest in establishing a clearer legal framework for cryptocurrencies in the United States.

Senator Cynthia Lummis cautioned that if the procedural vote fails, progress on comprehensive cryptocurrency regulation could be postponed for years, raising concerns about regulatory uncertainty for both investors and digital asset companies.

If Tuesday’s procedural vote succeeds, the pathway will be cleared for the full Senate to consider, debate, and potentially amend the Clarity Act. However, with Democratic disagreements unresolved and time running short, the bill’s prospects remain uncertain.
